I believe Amtrak's policy is clear on duplicate or "impossible" reservations. They will attempt to contact the passenger, but if unable to reach the passenger they'll keep the most recently booked reservation and cancel the others. Refunds of the canceled reservations are subject to the refund rules of the fare booked.
