If you are planning to stay in Waikiki you probably could get away without a car.

We preferred exploring the island so a car was necessary even though I hated the $25 per day fee.

We drove to Pearl Harbor and bought our tickets directly. We went early and had no problem getting tickets. Not sure you need to rely on a tour operator.
