The dog arrived!
Very funny, guys! Here's what actually happened (with no sniffing or paw prints involved):
I arrived at LAX on TN from Tahiti and went through the GE kiosk at TBIT customs. I answered "yes" to the question whether I was bringing "meats, animals, animal/wildlife products" and the kiosk ticket printed that question and answer and directed me to see a security officer. I explained to the officer at the desk behind the kiosk that I was bringing a live dog as cargo, that the dog was not physically present with me and my luggage but was at Swissport Cargo Services, located about 4 miles away, off airport grounds. The officer wrote a big red "A" on my GE ticket and directed me to the agriculture station.
I again explained the situation to the agricultural officer, who, after speaking with two supervisors, decided there was really nothing for him to "inspect"; he didn't even look at the dog's paperwork showing the cargo information. He let me go without a luggage scan.
At the GE exit line, when I handed in my GE kiosk ticket, the officer again tried to stop me, and I explained again, and he called the agricultural supervisor over to approve my release. No one seemed familiar at all with this situation; they have only dealt with people bringing pets off the flight with them and being inspected at customs.
Arriving at the Swissport cargo facility, I was charged a $60 "customs fee" and then sent to another cargo customs office about a mile away (again without the dog present) to show my paperwork. I was asked how I came to possess the dog, and what she was "worth," i.e., what could I sell her for today on Craig's List! (?) Two stamps of approval on the shipping papers, and I was sent back to Swissport Cargo, to finally receive the dog and kennel. She was in that cage for 13 hours, and no one at customs even looked at her! (She is fine and was a good traveler!)
So that's my report; bringing the dog did not really delay my exit through GE very much -- maybe 10 minutes total -- but they seemed to have no idea what to do in this situation. YMMV
