The Tower is much better now that Tito & company run it than it used to be when it was a glorified Jim's, but still the best part if it is the history and the view, not the food.

Agree with LaFonda on Main and Cappy's being good choices (those Lawtons sure do know how to sling some hash!) but there are most definitely some good food options downtown these days. Bella on the River, Lüke, Budro's, Rosario's, Feast, Bliss just to name a few.
And the Hyatt Regency has converted its main restaurant into Q - a carnivore's delight, and is getting some good press.
