In short: no, she's not correct. Last year we did PDX-SFO-HKG-JNB, arriving in SFO the day before we departed on CX to HKG. We arrived in SFO around Noon (or shortly thereafter) spent the day/night enjoying SF, then departed on the mid-day (11:30-ish) flight to HKG and onward (literally just under 24 hours). Not a stopover since our return JNB-HKG-SFO-PDX routing had us truly stopping in China for 10 days. Only one stopover allowed on Int'l awards, and since this was a RT Award, only one stopover. Thus, SFO didn't count as a stopover, merely a layover.
