I wish I know the answer to your question regarding cutoff time for breakfast/lunch/refreshment/dinner/supper!

Cathay Pacific is rather inconsistent with these cutoff times and the yield nature of the flights will have something to do with it too.

However in general, if your flight departs after 10am (except some of the Japan/North Asian flights that depart around 9:30am), you will get a full lunch service. The only exception is that CX 450 Hong Kong to Taipei with a departure time of 10:10am has a breakfast service, but I presume this arrangement is made because the flight will have a lunch service for the onward segment from Taipei to Narita. Given Kuala Lumpur is a low yield market, it is really hard to say, but for a 10:40am departure time, I am pretty sure lunch is being served.

At the same time I want to repeat that CX serves "refreshment" in the hours between 1pm and 5pm on some Malaysia and Singapore flights (Japan and Korea are exceptions - almost full meals except the midnight flights). Like CX 722 that departs around 1:15pm from KUL to HKG, CX 735 HKG to SIN that departs at 2:25pm, and CX 729 HKG-KUL that departs at 4:15pm... "Refreshment" means only a fruit plate appetizer (no starter or salad), bread basket (garlic breads are still available), choice of THREE entree (instead of four), and dessert (no cheese/fruit plate - usually ice cream), and Pralines/Chocolate.

Cathay Pacific is really vague about the cutoff times for meals, so I also rely on your reports after you fly those flights too. Keep us posted after you fly those flights too!
