This does not appear to be the case. I called CS today to ask about it and they indicated the program had not changed; there is a fee for additional drivers that don't meet the the definition of the "automatic" authorized addtional driver in the program rules, i.e. immediate family residing with the renter or fellow employee driving for business purposes.

I'd be interested to hear if others have actually added a free addtional driver where it was clear to the location that the person did not meet the requirements.
