Budget use small car(Red) and executives use bigger car(Black). Its quite different with KLIA which they have 3 options limo which is Budget, Premier and Luxury. Once you paid the coupon, there will be a manager looking at your ticket and will show you the car as they lined up. As for the fees, its fixed price from the counter.
