Best is a relative term tbh.

Best in number of services offered ( room service, pool, full gym etc), in lux, or in personal service itself?. Never ask the most central, as some are want to do ( and it annoys me no end) as not one hotel in one city is central to every single thing you can do in that city.

Having said that, my choice for a nice hotel, one with the charm that is Melbourne, within the CBD (albeit on one edge) and a 5 minute walk from parks is the Hotel Lindrum.
Being a smaller boutique hotel, it of course does not have all the services of a Hilton, Grand Hyatt, Westin, Intercontinental or Park Hyatt ( which all have hotels in the city) but it is good and has most of the services your would expect. And it has free wifi...rare in a hotel in Australia.

If you looking for a good solid hotel wth an excellent club lounge that also has an exceptional view ( its around the 35th floor) then try the Sofitel. Although the rooms themselves can be a bit tired...
