In some RCs, executive rooms can be any room in the hotel but give lounge privileges. Many RCs do not have distinct executive floors, wings, or buildings. You are paying extra solely for the lounge, not for a better room in any way. Other RCs do seem to have key access executive floors. It can be helpful to check which is the case before deciding to pay extra for the executive room.
