I read the link you provided. It didn't mention anything about her being raped. She mentioned that her roommate may have been a target for attempted raped by a hotel employee in Goa and how she was scared in her hotel room in Goa because of that. Did her roommate get raped? Doesn't seem so.
The notion that India is extremely dangerous for foreign female tourists is sort of extreme to say the least. Overall, the country is pretty safe for foreign tourists, female or otherwise. The females who are poor or otherwise disadvantaged local ethnic minorities or domestic migrants -- or, toughest yet, a combination of all three -- are those who are at the greatest risk of sexual harassment and/or sexual assaults.
Some people -- females included -- say that when American tourists experience the same sort of stuff in Europe from the local ethnic majority population, the take-aways are different than when the same exact behavior happens in India.
