I don't think foreign female tourists in India are any more likely to be raped than foreign female visitors in most other countries, including the US.
Where are the warnings about this for Brazil or Australia or even at home? The world may be a sort of dangerous place, but the most dangerous places tend to be closer to home rather than a far-off foreign country.
That said, India has a problem in this regard and unfortunately there are no nice solutions for stopping all criminal behavior. Actually, the way laws are in India, the kind of verbal, sexually-suggestive comments or gestures directed at women that are not legally prosecutable in the US are legally prosecutable in India. Lots of Indian males have been given a bad beating -- even in broad daylight -- by the Indian police or other Indians because there is a claim that they engaged in sexual harassment (aka "eve-teasing") of a woman by even using one or two wrong words.
