I don't really have an opinion on whether or not PreCheck should be available to Gate Pass holders, but aren't fewer resources used for PreCheck lanes? One less cycle on the NOS, much reduced chance of one-on-one interaction by a TSA agent due to resolution pat-down, lessened scrutiny due to trusted traveler status, etc. So why would a zero fee pass holder who is eligible for PreCheck have to go through the costlier regular line?
The purpose of the Premier Lines and PreCheck lines is to make it easier/quicker for frequent flyers or premium cabin pax traveling. The inclusion of non-travellers doesn't really help that process.
