There certainly cannot be that many arriving at 6.25am.

My flight from DOH and BAH used to arrive around 06:15 and it seemed to be the first in at the morning bank (excepting the few very early arrivals from SIN, HKG and LOS of course) since there were never any queues at immigration, even for non-UK.
