If you have an overnight layover in ATL then yes. (And I have tried for years to convince Delta that since the TYS ATL PUJ is booked on their site with an overnight layover my mother should not have to pay for luggage on TYS ATL. So far they keep charging!)
Hmm, good to remember this one. I actually got nailed by something similar with a 20 layover.
