No PreCheck according to the official listing. Even if they do, you're using the post-immigration TSA, not the regular public entrance TSA. For immigration, there's supposedly Global Entry at GUM but I don't know if it does any good admitting you to the 50US or declaring US customs at HNL. You will have to re-clear TSA at HNL (dumped landside after customs), so PreCheck will be useful.
Correct - I have used pre-check in Honolulu as well and definitely beneficial.
