Blaming alcohol is ridiculous. Alcohol doesn't cause people to harass each other. Lets consider this from a flyer's perspective............it's not uncommon for [single] men (and women) to down a few drinks on a flight or in a lounge prior to a flight. Read these forums, and you'll quickly learn that! If a combination of alcohol and single men caused harassment, there would be tons of reports of harassment each day on planes and in airports. That certainly isn't the case.
Alcohol consumption outside of airports/airplanes doesn't result in harassment either. Besides dry countries, what big city does't have alcohol and single men? Do these (non Indian) cities have the same incidents of harassment, rape and gang rape? Nope! Why? Well, surely not because of alcohol and single men.
More alcoholic beverage consumption and more single males more removed from their traditional social structures at home has been a recipe for crime in India and many other places. No one is mentioning this as an excuse or justification for violence.
Sexual harassment and violence takes place far from India too; and where there are more single males boozed up, violence -- including violence against women --- seems to increase in frequency. Why do you think the British and Swedish police are busier on the weekends around bars and clubs on weekends and rape kit use jumps up? For many of the same reasons as in India.

There are social structures in India, but the social structures don't all work in the way they used to work -- that is for better or for worse, or sometimes for better and worse.
The security of women has declined in the past two decades, despite or perhaps because of the social structures, changed or not. Whether or not it is less safe for women in India than in say the US or UK, who knows. There is a lot of violence against women in the US and UK too.
