This departure tax is imposed by both SQ and TG for the Bangkok Airport Authorities. As you are connecting only, you are in theory, not supposed to leave the airport! The departure tax is not included in your ticket as agin, you're only connecting. Just be forewarned, that's all.
thanks Guy for the advance warning! hmm 700Baht is more of less $20, I think it's worth it to enjoy BKK city for a day. How about the checked in baggage, can we bring it out of the airport?

Right now your flight leaves HKG at 3pm, and you have a 16 hour layover in BKK. If you want to change that to a 1pm flight from HKG, that is only 2 extra hours in BKK, so you are less than the 24 hour limit. So you are fine.
Call MilagePlus and see. I am not sure if there is award availability on the 1pm TG flight, but if so you get to fly the A380.

Hi Sooje, yup we were able to change the ticket to A380 and its confirmed
since you mentioned, about the 24 hour rule, I will keep checking if there is an option to change the flight leaving BKK at 11 or 12 noon, so we can stay in BKK for 22-23 hours then
