BTW: because of this policy I was even considering driving to Vermont where the office doesn't require a tix or itinerary (I guess because it's next to the border). Pretty sad.
Well as long as you cancel by the risk-free cancellation deadline of the airline with which you book the ticket, it is ok. I just wouldn't refund the ticket before it is seen by whomever finally issues the passport.
