I think Zara at T3 (I think it's at T3?) still do, although I'm not sure, but I prefer Reiss so I will miss them!
Harrods seem to genuinely reduce their price to the ex-VAT figure.

World Duty Free and the various electronics stores being the ones where you have to watch prices very closely... and demand a price match if necessary.
You're right, I particularly watch out for the electrical stores. WDF tend to be OK as long as it's cosmetics, as discounts tend to be better than just the VAT component in many cases, but I don't think some other items are very well-discounted.
