having said that, i don't think india is unsafe for women at all....i have tons of female friends, clients, family members visiting india all the time & none of them have ever experienced bad behaviour from men here....my wife, sister & other female relatives have never been victims of bad behaviour as well....

i have always maintained that most indian men have this really bad habit of staring....i can't explain what the reason is for this behaviour & i understand how something like this could make someone feel uncomfortable....but in 99% of the cases this is as far as it goes....the remaining 1% are the bad apples who give the rest of the country a bad name....but then again, this is true no matter where you go....
A lot of Indians (males especially) do stare a lot at other people -- probably mostly to see who is doing what or who is who and perhaps this is a legacy of the unemployed/underemployed/bored males out and about (while women were more home-bound) trying to stay sort of entertained in the radio-only-in-shops era -- but there is a segment of that staring group that is not stopping at pulling a Jimmy Carter with their eyes. That is when the lewd comments, groping and other concerns start hitting.
