Chase says to decline, if Hertz allows. If not, it's not a problem. The rate we locked into seems to have the coverage blended into that rate, as it doesn't break it out on a cost basis. Either way, it's an awesome rate with added coverage for peace of mind.
We did an Italian Road Trip in March of this year. You won't be able to decline damage insurance as you are required to buy it by Italian law.
Trust me, you want it too. Probably 75% of the cars we saw over there had dents and scratches and scrapes if not outright serious damage from incidences. The traffic in the cities is organized but assertive, sometimes you gotta push your way in to change lanes for example.
We accidentally curbed a wheel on the Cinquecento we had and they didn't say anything other then "we'll handle it".
