+1 - IME (as someone who often travels with a case that is over the linear limit) it's rarely (in my case, never) enforced. It seems to be far more common for an agent to try and enforce the 50lb limit on someone who is allowed 70lb (I'm looking at you MAF and HOB - I've just started paying the fee and requesting a refund after the fact).
