To echo a number of comments above, I spend about 30% of the year in Dubai and 70% in Texas, but it used to be the other way around. I still maintain a residence visa for Dubai (and am therefore treated as a de facto resident there), but when that 30-70 number was the other way around, I had no issues keeping my Texas DL and US credit cards active. I would have those mailed to family in Houston or Austin, and collect them on my next US trip.
Right now, since I spend more time in the US, I still do maintain my UAE driving license, as driving with a foreign license while being a resident in the UAE is a strict no-no.
