Do check-in agents generally exercise a little bit of flexibility or will they go by the book and charge me $200 - I will only be checking in 1 bag out of my 2 bag allowance. Many thanks in advance.

Agents let me slide all the time for being a shade over my 70lbs allowance. However I wouldn't be surprised to be called on it at some point.

If you don't want to pay the $200 I would seek better options. You know the rules so don't be surprised when someone enforces them.
