BA Standby Policy Clarification (especially for OW Emeralds)?

I see the following:

Added reassurance for busy flights
We try to get you to your destination with minimum fuss every time. But if your flight is busy, your Blue Membership gives you priority over non-members on standby and reservation waiting lists.

Does BA provide standby, or not, especially for OW elites? This thread from a year ago was pretty emphatic that this was not really a BA policy?
