Did the noise bother you at all?
Another potential issue is the lack of taxis. That may change when the hotel gets better known by taxi drivers, but when I was there there were no taxis at all and people were calling a cab to get one.
Anyway, I decided to change my booking and stay in the HI again. Maybe next year, if I need a HIX stay again :-)
Stayed here for 1 night. It was dead quiet (at least during the time I was there). I can't remember if the windows were double glazed, but certainly feels like it.
Coincidentally both HI Orchard and HI Atrium have construction sites right opposite them too.... Which HI did you stay at?
If you are back this time next year, you will also have the option of HIEX Clarke Quay, which is likely to open Q2 2014.
