It is pretty common for me to see 20+ Y seats available and the site says Economy Full. Even at T-48 hours out.
I was always under the impression that if Y capacity is 112 and there are at least 112 customers booked in Y, it will show full.
My upcoming BWI-EWR flight in a week had 2A open, but said booked full.
Here is a better example, UA604 SFO-ORD today, Y is full but I can see 14 open seats in Y [both Y+ and Y-].
