I should note that on my last trip to Tokyo I remember at least five instances of elevator open/close buttons not being labeled with anything but 開/閉 (and a 開延長 once- why don't elevators in the US have this button?) in plain white. Much less of a problem for me because I can read, but for others, I see this being an issue.
