Ive redeemed dining certs at the restaurant and at the front desk, as a non hotel guest and hotel guest.

I prefer to charge everything to the room and have front desk redeem the dining/spa certificates. Lately, I've been using the certs for hair cuts, as I charge all the food back as a company expense.
