There are other reasons to fly out of PVD. If you live on the Cape or somewhere between Logan and TF Green in PVD, it is much less expensive to park and traffic is much easier to negotiate. The airport at PVD is cleaner and generally more "friendly" to travelers. The down side is the relatively limited service and you can't get very far without changing planes. At one time the service to ORD was sufficiently frequent to make it a viable option.
