Golf bags, by their nature, cannot travel as a regular bag (they breach the normal dimensions for allowed checked luggage). All of the other items listed (bicycles, ski equipment, surfboards/kayaks/windsurfing equipment, scuba diving equipment, fishing equipment, trekking equipment) - with the possible exception of trekking equipment - are not items that can be packed in bags that meet the normal baggage allowance dimensions.
This means that such sporting items would ALWAYS attract a surcharge if there were not special allowances for these particular bulky items (and, indeed, in many cases [the routes where the allowance is only an additional 10kg] many such items WILL always attract a surcharge).
This issue does not arise with a tennis bag, however. As a tennis bag *does* fall within the normal dimensions, it can be checked as part of your normal baggage allowance. I really don't think they will allow you to check an extra "tennis" bag on top of your existing normal baggage allowance, as it can already go for free as part of your normal baggage allowance.
If your tennis bag is just one of 2 items you plan on checking, then there is no issue at all.
Is it your intention to check a tennis bag as a 3rd item? If so, you may run into trouble, but it could depend on the agent you speak to at check in. Do not expect to be allowed to check a 3rd bag, just because it may contain a few tennis rackets!
