Airplane mode is approved only while the aircraft is above 10,000 feet. If you intend to use your mobile phone once we're above 10,000 feet, switch the phone to airplane mode before powering it off."
In my experience, many of the FAs do make precisely this announcement when they do their security spiel. It is by no means uniform but it is often announced that pax need to switch to airplane mode prior to powering down if they wish to use their phones in flight.
