I believe giving you points costs the hotel franchisee real $'s that they have to give IHG in return for points, no doubt at much lower cost than our $11.50/1k.
No incentive for hotels to give points if they do not have to, quite the reverse, a dis-incentive. My doubled up UK bookings at CP's have always posted showing overlapping stay(s) text.

Just the once, at my regular hotel on an ADR, when I couldn't make my booked night, I informed hotel reception manager well in advance, so hotel could release my upgraded room (going at 350gbp) and even resell my basic booked room for about 170gbp
In return reception manager (i did politely ask if it was possible) gave me points even though I did not stay ... reception manager kindly checked me in, then immediately out in my absence for that night, so I still got pcr points and qualifying night
