All of this boils down to one point - airplanes are part of a nanny state that doesn't exist anywhere else. From the required maintenance that if was duplicated in cars would force about 25% off of the road to certifications for pilots. Imagine having to be certified to drive the rental Camry before you could rent it because you were certified and licensed to drive only Mustangs, Corvettes and Dodge pickups.
A friend wanted to put a DVD player and LCD monitor in his plane (6 pass. Jet). It would cost about $400 or less from Best Buy but it was $50,000 for one that was FAA approve and considered airworthy.
The cost to get anything through the FAA is huge. Airlines and GoGo had a financial interest in getting WiFi but there's no money in your use of your cell phone for anyone but you.
So there is no interest in getting the approvals to allow cell phone and other electronics use onboard in contrast to the current rules.
