It should say this:

1. Place your phone in Airplane Mode
2. Turn it Off

-> above 10k Turn on your device and all is well.

What they DO say is:
1. Turn Off your devices

-> Above 10k you turn your device back on and guess what? 50 cell phone radios try to connect to a tower before people turn on Airplane Mode.

So yes, with the current announcements they defeat the real purpose.

I don't know how people read "people making calls etc. or not paying attention to FA's" out of the OP's post.
