Well let's see.

This sounds like a check-in buy-up option.

You have 80 total seats, 60 passengers.

If 10 of the 60 "buy" the empty seat option, you simply assign seats to the 50 putting them all together, and then the 10 leavings the seats next to them empty.

Monetizing otherwise empty seats.
