Very few LV hotels have shuttles, and none of the major casinos that I'm aware of do.
I used Fox once a long time ago and didn't have a major problem with them, but be aware that they are NOT located in the consolidated rental car facility. You must take the bus to the main facility and then catch another shuttle to Fox's location. And IIRC Fox has gotten some mediocre, at best, reviews on other sites. You might still want to consider them if the price difference is great enough, but keep in mind that you will get your car significantly later with them, and have to return it much earlier, than you would with a major company. I'm a very frugal person, will normally go out of my way to find a good deal. But renting a car is one place I strongly prefer the better-known brands. Many potential problems, from over-inspecting for non-existent damage, to giving an extremely hard sell on the supplemental insurance, tend to happen at the smaller places.
