It is within Citi's sole discretion as to whether or not they want to chat and thus enable a chat window for you. Two things to try if one does not pop up during the application:
1. If you have existing cards registered online, you can go online and start a chat and ask to be forwarded to new account to discuss a pending application. This may or may not work.
2. You can try going to the status link (see Wiki). A chat window pops up there sometimes.
Or 3) go to Wiki on top of page and look for the Recon # 1-800-695-5171
This was how my wife got approved. Her app was pending on step 3 and it ended there without a chat or even an ID app. number. She called the Recon number and used her SSN for verification of application.
