I think you got a CSR who just gave you hard time. I think for all credit card applications with all the banks, it has always been "household income" and not the individual income. I have seen cases where spouse got approved for an individual credit card with very generous credit line with absolutely no personal income.

You may want to give them a call back, talk to different CSR and if he/she gives you same story, talk to the supervisor.
