I would definitely check the regulations for Thailand because many non-US airports allow you to take through liquor or other liquids if they are in the sealed tamper proof duty free bags. I don't know if those are used in TPE but pretty standard in a lot of airports.

As for the stop, is it actually required that you exit the plane? I've done a stop there on ET 3 times and passengers just stay on the plane going on to ADD (or HKG in the reverse), so it seems Thailand does not have a requirement of pax being off the plane for refueling.
