For AP this is correct but if youre sending money from your PP acct to someone else dont use Goods and Services as the recipient will get dinged for apx 2.75% (it assumes they are a seller and sold you something).
got lucky that I broke my transfers (payments) into 2 and did it correctly the 1st time. Called up and blamed it on the poor connection that was doing all sorts of funny things as it was extremely slow. They refunded the fee back to the recipient
