The Western Flyer has one thing that may prove to be important which the Tri-Star doesn't have: a sleeve that you can slide over the handle of your wheeled luggage. Specifically in Europe, I've had trouble getting the Tri-Star approved as a personal item. Never had that issue with the Flyer.
the WF is 18" long which is comparable to probably the largest standard briefcase carried on typical flights. the TriStar is 1" bigger in every dimension... at 19" you're pushing it a bit if you're trying to pass it off as a personal bag. it's not because it lacks the luggage sleeve.
