Oh, yeah, that's bizarre. You're right. Did the chart really have that same footnote before it was changed, because if it did, the footnote basically renders the text entirely meaningless. If there's a fee for any change to "cabin," "award type," "carrier," "date," or "time," what type of "change" could be left for which there's no fee?
