I agree the meaning of the footnote is under clear but your reading does not work for the 'For tickets issued prior to June 19, 2013" which is no fee for anybody but the footnote refers to a fee. The previous set of rules were clearer and clearly placed cabin changes in the same category as under 21 sday changes -- and the recent changes did not seem to suggest lower fees than before.
Needless to say the wording is ambiguous. Guess we will need to use FTer experiences to clarify.
