While many properties limit the rate to 2 rooms, I'm not familiar with a rule that says a senior must stay in each room to qualify.
As to AARP, that's not relevant to the senior rate. Marriott dropped that affiliation years ago. Personally, the last group I'd want to join is AARP.
As to fraud, not even close. The OP followed the instructions of the clerk. I would, however, as the OP said he/she was going to, call the hotel and have them add a note to the reservation confirming the applicability of the rate.
