So is the policy just an empty phrasing much like the "not selling TODs" or can agents actively override it? I stopped caring a while ago as I only buy the excuse of "IT trouble" for say 2 to 3 months.
You already had an instrument applied to your original flight--so from UA's policy perspective, that's not a "new" upgrade applied within 24 hours.
As for whether or not agents can actively override it, I believe they can.
