Before the changes, the IIRC unpublished rule was that you could SDC on international itineraries after all of the international segments had been flown, which would mean asking upon arrival at JFK, not before. This assumes that we're talking about the return portion of a RT that originated in the USA, not a RT to the USA from TLV.
