(AC L fare on cross border flights is indeed a Flex fare.) Also, AC doesn't seem to offer Tango fares on YYZ-IAH. Am I safe to assume I'm in a Flex fare?
If agents say it's Flex, then I think it's Flex.

I had a problem once where I booked a trip, and one segment was listed as "Flex (A)", and another "Tango (A)". I wasn't able to select a seat for either of them without paying a fee. I called in, and the agent said "They're A. That's Tango.", with no hesitation. $75 later and they were both "Flex (L)".

I believe I've read in another thread (but maybe I'm mis-remembering) that if AC doesn't sell Tango on that route, then code-shares won't be in Tango.
