Cabotage aside, I can't help feeling that if you're short on time, a connection in YYZ is about the worst possible idea -- you'd need to clear Canadian customs and get your bag, then exit the immigration hall, make your way to the US departures area, re-check your bag, clear US customs in the preclearance hall, clear TSA, and make it to the departure gate. That is not a short process.
